As far as I know, Humble Monthly keys are not region restricted, so should be OK to activate outside of CIS region

I'm afraid, you're a bit mistaken. DIRT Rally, which I got at Humble Monthly two months ago and made giveaway with it, actually WAS region restricted. And that caused a bit of a mess with the winner. I had a conversation with the support of HumbleBundle, and made suggestion that they should mark their keys if they are region restricted, but looks like nothing's changed.
So, better safe than sorry :)

Yes, I can confirm too. I'm in Japan, although my Steam account is still UK. Many months ago I couldn't activate Mad Max from the humble monthly due to my location. I contacted Steam support, and they agreed that because I had a UK account, they could activate it for me. They did, and it showed up on my account, and I could play it fine :-) But it certainly wasn't straightforward. Ihope you don't mind me entering for this game. I loved Dark Souls and would like to play this sequel. If it truly won't activate in Japan, of course I will contact you with the key so that you can re-roll for a new winner.
