It's standard for all DLCs, AFAIK SteamGifts can check only if you have the base game, but can't check if you have DLCs.

Unfortunately, I'm not so sure about that for this one. As you noted, the SubID (https://store.steampowered.com/sub/2060/) doesn't exist and redirects to the store homepage, and the AppID you linked earlier (https://store.steampowered.com/app/16465/FEAR_2_Reborn_DLC/) isn't purchasable separately. That's why I didn't mention that method for this particular DLC.
