Contacting you via this giveaway to quickly address the handful of User Reports you had opened few hours ago. We are unable to respond to User Reports and we do not routinely go out of our way to give responses because of this, but considering the contents I wanted to address what seems to be a misunderstanding following the closure of a previous report. I wanted to let you know that we do not suspend users for changing their region - if you saw a user you reported get suspended, that means we found a different issue with their account that lead to their suspension.
It is important than every user's region here in Steamgifts will match their Steam Store region, so if any user's Steam Store region changes, then their region here in Steamgifts must change as well. Sometimes that will mean a user's region changes often, but this is not in any way punishable offense from our side at this time.

Hello. Thank you for the response, and sorry for so many reports. I wanted to list all these users in one report, but didn't know how to do it correctly. To be honest, I have wanted to talk to you about this topic for a long time, and since you wrote to me here, I would like to take this opportunity, hope you don't mind.
Can you please explain to me, why is there nothing in the rules about such brazen juggling of regions? Do you understand that many specifically russians change their region to avoid sanctions and specifically choose countries with cheaper prices, such as Ukraine or Turkey? They don't move to other countries, they just change it through a vpn. And how do you explain, for example, the case with that user I reported. On Steam he still uses russia, according to giveaways he makes, but here he constantly switches between different regions - Ukraine, the EU, I even saw him once in the giveaway for North America. How does this happen, like every time he contacts you and you just change his country?

Please remove the link to the ticket/user as this could be considered calling out. While it is highly unlikely someone would stumble upon this old giveaway of yours to read the comments, it is still better for you to be safe than sorry about something like that - if a user would report you for that, it could lead to suspension. When talking about somewhat sensitive matters outside of the ticket system, it is best to remain as general as possible.
As for your question, there isn't anything about it in the rules for the reason that we require users to have their Steamgifts region match with their Steam Store regions at all times to ensure there won't be any issue with redeeming region-restricted wins. Users are not able to change their region here themselves, they must contact us by opening a ticket and we require proof of their Steam Store region before we can fulfill their request to adjust region. If a user would refuse to provide proof of their region after making the request, they can be suspended until they do provide the necessary proof, since it is a requirement to have the regions matching at all times.
As frustrating as it may sound, if users are able to change their Steam Store via VPN to routinely abuse cheaper prices they should not have access to, then that is a matter for Steam Support to handle. If we spot a user continuously changing region, we can only remind them that region-hopping is against Steam's TOS, but there isn't anything more for us to do. We in Steamgifts Support must follow our own rules of the regions needing to match, regardless of how the user may have done it.
