After asking SteamGifts support to change the winner of this giveaway, I got a response from Smythe (Junior Moderator), saying:

• Only the giveaway creator can request a reroll or the deletion of a giveaway.
• The correct region restrictions were not set for this giveaway it can not be rerolled as the next winner may have the same problem.

Theoretically, the next winner may not have the same problem, though I don't know the exact number of Russian participants. Anyway, I am okay with the giveaway being deleted.
