I was going to ask the same thing, but because it's listed as a DLC giveaway, that's the only choice! People who don't have the base game already can't even enter. Kinda sucks that the Complete Pack isn't in SteamGift's database. If Shpans set this giveaway up as the base game, then it would be the reverse, and people could only enter if they've got none of it.
I already own the main game so just entering for the DLCs, hope that's ok
