My standard CHALLENGE: I will whitelist anyone who has made (public, unrestricted) giveaways at all of levels 0 thru 10.
Why do I think it's important to reward people who do giveaways across all levels? Because leveling up is a reward for doing giveaways, but that only means something if there's a variety of giveaways to enter at all levels. I reward people who reward that spirit.

Because I notice that all your public giveaways have been level 0. If you made giveaways for higher levels, you'd be less likely to encounter such people.

That really seems like a hard thing to do. There is the value requirement for accounts, there are the IP checks to make sure two accounts are not coming from the same source.

Depends on your ISP. A lot of ISPs are dropping randomized external IPs as they are running low on them. A growing number have switched to what is effectively running behind NAT. You have an IPv6 IP and then the ISP routes you through their IPv4 IP, which ends up looking like thousands of people are coming from one IP.
Those ISPs who are being fast and loose with their IP allotment are increasingly finding themselves with too many customers and not enough IPs, and there are no more free IPv4 IP blocks to hand out.
So no, not with ease.
Beyond that, most of those ISPs which assign IPs through DHCP do so within a select block. If the logs show an account is constantly changing IPs it raises flags. Check the IPs, find the block, find other accounts using the same block. Secondary and primary accounts are bagged and tagged.
