All 3 games have now been removed from the giveaway list. Given that the number given out of each game shouldn't have met the usual minimum quota, if we assume shoba isn't being whimsical, it's likely due to how heavily exploited it was.
so yay for exploiters, making this unbundled game that much harder to get.
Worst of all/most confusing, HH wasn't added to the bundle list. so every exploiter gets full credit for a free game, but noone else can post it..

Free games have to be manually deleted by staff- unlike bundled games, they aren't hit retroactively by any setting [the free game setting merely prevents additional copies from being posted].
Moot point, however, since not enough copies were given out to meet SG's requirements for addition to the free game list [even if this promo was heavily exploited >_<) [Seriously, go follow that link above and browse the thread. People were even bragging about exploiting it, and one person apparently managed to snag 90 keys...],

Either way, this was still (probably) a free game key. Which is still breaking the rules, too bad there isn't really a way to prove it (I think?). If there is he'll probably get a suspension?

And no, I've never seen anyone punished for free games- staff usually just deletes the gibs, and they're quite irregular with that. No real risk in putting up free games.
Likewise, as you say, no real way to prove it [even when it's overwhelmingly likely], which is probably why they err toward being gracious.
