It's also possible that a german winner may not be able to activate it as the store entry is not visible.

Ah, sorry. Mistook it for the other 3d Realms packs which aren't visible in Germany.

Don't know exactly what you mean now but you can't exclude Germany from the ga anyway. If they are able to activate the key i.e the pack but don't get all the games for index reasons then that's bad luck I suppose.
Edit: Just looked at a few key-sites and they didn't flag Germany as not being able to activate it.
