Jagged Alliance is my favorite. It is old now, but it was the first tun based strategy game I became consumed by. It came out about the same time as the original X-COM (both were released in 1994) and I had friends that preferred X-COM, but I was more into JA. I like the setting more, and the fact that the mercs had personalities. Both are epic games.
More recent turn based strategy games I've gotten into include Civ 5 and Elven Legacy.

X-Com Enemy Within. I've found things to enjoy in many others! It's pretty much my main genre after RPGs. I even prefer those to be turn-based.

Favorite is hard to say. I liked X-COM and the similar Xenonauts. Galactic Civilizations II is good fun... um... I don't have it on Steam, but I have sunk a ton of hours in Heroes of Might and Magic III throughout my life.
