There are too many bots on Level 0, so people often limit their giveaways to Level 1-2.
You can hide giveaways above your level in settings: www.steamgifts.com/account/settings/giveaways
You can also easily reach level 1 by gifting any one game with contributor value (does not have double asterisk ** when selected on giveaway creation page).
