Sounds like a good plan! I only told you about the duplicate owner thing because SG is finicky about that and will probably ban the user if they find out they accepted the key but didn't use it (i.e. The key is required to be activated on that account)

Whoa, thanks for letting me know! I didn't know that they do have checks like that.

Is it possible to check the key activation, tho? I'd assume the system checks for game ownership, so in that case it would be fine (user gets a key, already has a game, would be seen as "activation").

Yeah, I suppose they can't directly check if you activated that specific key. But, they may be able to see when you originally got the game, so if it was acquired before the user won the giveaway, they would probably get in trouble. It's a pretty strict but also odd system, I'm not 100% sure on the logistics of it. However, I would rather be safe than sorry, for both your sake and the user!
