If the winner is not from europe and can't activate it, Skalinger would not be able to ask for a re-roll, instead the giveaway would be unsuccessful ("not received") and they would have to make a new one - this time trying other measures to restrict it to europe only. (e.g. making it invite-only)
A high profile game like this that is region locked in a public GA... well make sure of the region of the winner or ask a reroll, sadly not everyone reads the descriptions, you might consider putting a region next time to spare you some troubles! :]

I do not know how support normally handles these one-time mistakes, but if a gifter repeatedly gives away region-locked games in public giveaways, they are making "fake giveaways" and that is againts the rules.
Skalinger should delete this giveaway and try otehr methods to give away this game - for example with an invite-only approach.
Hmmm I see your point. Some kind of filter like an invite only or an "its too hard puzzle" that asks if you live and/or have an Steam account in Europe might do the trick.
