The winner will receive the game via a Three Keys. The winner will receive the base game via Steamgifts as normal, however to receive the DLC keys the winner will have to add me on Steam. Then, I send the keys through Steam chat.

Sounds good to me. If I win I will only need the key for "Duke Nukem Forever: The Doctor Who Cloned Me" as I have the other two.
I assume that this will not be a problem for steamgifts as it would see that I would own all the parts of this GA,

Hmm interesting. All three components of the game (Base + 2DLCs) have reduced contributor value but this sub doesn't. How do they calculate these I wonder.

I am not going to be 100% precise but it is related to steam app id - if there was a discount in the past for it, it gets decreased value (if it was for free at some stage, no value). These collections / editions like this one have a unique id and these are usually having different steam app id and very rarely go for cheap in various bundles.
