This DLC is included in the GOTY edition, anyone with Arkham City on steam was given the GOTY version when they removed Games For Windows Live. So in theory this DLC is worthless to anyone.

actually since you have the original and the free GOTY version, they're separate games with separate achievements so if you don't have this DLC for the original version this would allow you to get the achievements that you can only get with harley quinns revenge.

Hmm...Everybody who has/had Batman Arkham City normal edition now have also GOTY edition after they removed GFWL. It;s imposible to buy Arkham City without this DLC so..

I know several people who bought the Arkham City at first, without DLCs, even if at present only selling the GOTY edition, I guess this giveaway is oriented towards the first people. Thanks for comment^^!
