Yes, you're right and I usually activate the key from an earlier giveaway but this time there was a key and a link. You can check the link before you send it to the winner, and the other guy can not. I have several times found myself in a situation where a new winner said after reroll that the key does not work. So I chose to activate the key.
I hope you understand my motivation.
