Even people with both games can enter this giveaway (I can personally confirm that since I own both). What he is asking is would you allow him to enter given that he already has one of the games.

According to the rules of the site in this cases the giveaway creator can allow or disallow such entries. Basically if you state you don't allow it and someone with one of the games wins you can ask for a re-roll of the winner, if I remember correctly.
