I was just about to comment here about the same thing. It does appear to be regifting the key, in which case it is good for them to know that this will lead to a suspension, and prevent them from entering most SGTools protected giveaways, until they buy the unactivated game themselves and activate it on their account.

It is possible of course, that they just forgot to activate it, and this is a different key they had from elsewhere, but as the user is new, it is good to give them a friendly warning just in case.
