Thanks, but you shouldn't attach requirements to giveaways that aren't private. It's in the FAQ:
No extraneous/special rules for public giveaways without mod/admin permission. If you don't have permission, it will be deleted.

I don't see that in anyway shape or form being a issue with this giveaway... Just getting someone to say thanks to the person creating a giveaway isn't anything special ... if you feel I have broken the rule then report the giveaway!
But it is an extraneous rule. By denying a winner a game because they did not say thanks, you break the rule. You adding something that isn't already part of the site rules is by definition extraneous. Anyway, I already reported the giveaway after I made my first post, but the mods hardly ever respond to reports.
