Do you know the tale about the british way to get rid of cobras in India? No? Prepare your head, because it's about to hit your desk.
When India was a british colony, the people complained about the number of cobras in the cities. Cobras can kill people, so the local government wanted to get rid of them.
To reduce the number of cobras, they offered a bounty for each dead cobra that you present to the local office. The idea was that hunters will solve the problem.
Now, people see a system and think of ways to take advantage. Some people started breeding cobras, as the reward was higher than the cost of raising a cobra.
The governmet noticed that the number of dead cobras keep rising day after day, and after a while they figured out that the breeders were abusing the system. How do we stop this? The bounty program was cancelled.
Now, what does a cobra breeder do when there is no reward for his cobras? If you think that he's going to kill them, think again, that's dangerous, you may get bit in the process. They just released all the cobras into the wild, that is, into the city.
In the end, the government spent a lot of money paying bounties to end up with the problem in a much worse state.

Hah! That is definitely a classic case of unforeseen consequences. They should present it in a class for every person who takes a political office, to help them learn that the "obvious" solution isn't always the best solution.
