Remember to check, if the winner owns the DLC already. Many who will own Civ5, will also own this DLC, due to the complete edition of Civ5 being in a couple (?) of bundles.

In my experience you have to add the winner on Steam and check on the DLCs store page, if the winner is mentioned as "friend who already own ...". A screenshot of the will grant you a re-roll.
