Don't you need also the DLC Stars and Stripes? It's more of a minimod just the same as Gotterdammerung.
Imo this is just a spritepack for a minimod-dlc.

Bottom is DLC for Railworks 3 and the top one needs bottom one to function. Together freaking more than Railworks 3 costs anyway :s
