You are making a giveaway for the 432 people that can enter so you are already limiting the number of entries by more than 99% of possible users. Coupled with the fact that there is a high chance a lot of level 10 people have a large library of games in the first place means you wont get too many entries. As a giveaway creator, you can choose who can enter by restricting the giveaway to how you see fit. You can use groups, levels, invite only ones, sgtools can create specific criteria for entries. Good thing about steamgifts is you give away what you can. There is no requirement to give lots. Once you reach level 6 or 7, there are fewer and fewer giveaways made and therefore a lot of people stop at that. IF you only give one game and reach level 1, that is fine too!
There are currently 432 level 10 users but many will not join this either because they already own the game or they are also not interested in it.
And yes the system is unfair but no system is fair to everyone :)

You can only take part if you don't have the game already, so maybe some already own the game.
But yeah Horror games are not everyone's thing. Also not all level 10 users are still active on this site.
