This key is from the Humble Fight for Racial Justice Bundle back in 2020. I did some searching around and I didn't see anything about the key being region-locked. So I hope that you could activate it, but I'm not entirely sure.

the reason is that only the current version of Football Manager is available for purchase, at the moment that is FM 22 ..
but there should be no problem activating a key for an older version anywhere,
