Yeah, since the base game is listed as "Hearts of Iron III: Semper Fi" which is a DLC to Hearts of Iron 3, but since Steamgifts doesn't recognize ownership of DLC, you can't enter since it doesn't recognize ownership of the base DLC.

Also, I think I saw Semper Fi as an enterable giveaway (even though I don't have HoI III on Steam), which means it doesn't count as a DLC.
