Well, Sega Mega Drive is game pack/collection, GA3 is standalone game, can be bought separately and doesn't require anything else to play (as opposition to DLC). So far SG had problems with DLC only :)

I think that's due to the fact that SMD is for free in general, you can just add it to your account. What I mean is, Golden Axe I or II are listed as DLCs for SMD on Steam, just like any other game belonging to the SMD. Since you can just "activate" the SMD without any purchase, I believe that this is the reason why you can enter all these GA's.

Golden Axe I and II are also listed as a standalone game, but they will be added as a DLC for the SMD.
