The only way to check owned DLC I know is to befriend someone and then hit the Store, lookup there DLC in question and look who else owns it among your friends. This one is even worse since it's a collection of all DLC instead of a single one, so the only way to check is to check them all... and there are a lot.

oh, not great then. This dlc is on my wishlist, but is invisible to me(must have been withdrawn from Australian store at some stage). I assumed it was a package or bundle and would show as just one entity (so easily checked). I am not entering as when I checked I have 26 out of 27 dlcs. The 27th does not show and must be this one. Yeah, I checked my library and it only shows the Game owned for other people. Damn. Well, maybe just contact the winner and tell them to make sure they don't have it. I don't think anyone would have any interest in lying.

More like they screwed up a price in your local currency, but no idea. GTA V DLC is N/A on my side as well.
