Apparently Unreal Tournament lets you have over 128 bots.

There are instructions in the video how to do it, so I guess that counts as modding?
In Garry's Mod you could create an army to fight against you if you wish, though I guess it's not really bots.
Mount and Blade Warband has a single player campaign where you'll have to fight against a lot of enemies with your own army, but I guess that doesn't really count as FPS unless you start shooting with a bow/crossbow all the time.

Yeah I agree, it's hard enough to hit enemies from distance because the arrow has a trajectory, add in enemies moving sideways and you moving on a horse and it's like playing blindfolded.

F.E.A.R. still has pretty good AI in my opinion. At least compared to other FPS games I have played.

Serious Sam games have a lot of bots but the AI isn't very good.
Insurgency has great AI that can become very brutal especially when you play on the harder difficulties. The number of bots isn't a ton but it's a fair amount (20-30 maybe?). Play it coop with others. It's almost impossible to beat them on your own.

In Insurgency you can search for server with additional bots too.
And they really are nasty. Some will flank you and get behind you while others lay down supressing fire. A few rush in full frontal but I suspect them to be complete zealots ready to die for their artificial jihad. (Yea I'm looking at you 'Bot Mike')

do you really mean bots or it's enough when you get a nice single player FPS with intellingent enemies?
I would recommend you Spec Ops The Line in that case :) on the hardest difficulty it was quiet hard game to deal with :D

I'm looking for a game with good AI bots to play with (FPS, PC), and with a TON of bots. If there is a game like this, please tell me (BESIDES: Unreal Tournament, Quake, Star Wars Battlefront 2, Counter Strike[s]). (If one of those games has a mod that allows for tons of bots, please tell me the mod name, thanks!)
