maybe cg can add these to a special list that won't trigger a multiple win after the licence expires.
or maybe not if the game seems to be failing so bad ¯\_(ツ)_/¯

I'm wondering what happens when the license expired. Does it get removed from the account (with yellow banner)? Or does it simply lose effect? SteamDB shows it as a regular DLC, so I can't really tell what would happen.

Only the "All Access" part of it is limited, you'll still have the other items that come with it. As it's just a DLC and not a subscription once the All Access expires you'll be unable to re-buy the DLC. You'd need to use an IAP to resubscribe unless the game offered other DLC packs that included it.

Some DLC have a limited time, for example this one: https://store.steampowered.com/app/774272/SNOW__Pro_Pack/
As far I know, this DLC is limited for 6 months. After that you can´t enter again to a new giveaway in SG because you will receive "Previously Won" message. Ok, but you have marked as received something that didn´t exist in your account. Winner could claim ¿?
