no one knows for sure yet, most probably it will notify you everytime the "followed" uploads a picture, shares something, likes something (?)
i already tried following and nothing after a few hours plus it's not translated yet so it could be nothing for now

I believe they didn't said anything about it, because it's nothing "new". For example, if you Follow Cyl via his Workshop link (steamcommunity.com/id/IAmTheMaster/myworkshopfiles), when you go back to his main profile page you will see it has changed to "Stop Following".

Still no tabbed browsing in Steam client. Still no ability to redeem keys on the Steam interweb page, Desura stylee. Still no end to the endless stream of no-mark ballbag bots who queue up for the dubious pleasure of joining my Friends list. Still no Steam "Support" worthy of the name.
Just a seemingly endless deluge of wanky features I'll never use.
