Question about setting up a community giveaway

Ive read the FAQ and looked around but hadnt found the answer im looking for. I see this posted on the front page "or create giveaways to share with your....online gaming community."

To sum my question up, if you create a private/invite based giveaway for your gaming community, would your community members all need to be registered here at Steamgifts?(that would be a whole lot of invites) Or would they be able to participate in the private giveaway without a Steamgifts account?

no one can enter a giveaway without having an account here, regardless of the giveaway being public or private
