Umm... I think you meant "a ratio greater than 1.0...." A negative ratio would require either the numerator or denominator be negative, and SteamGifts doesn't count giveaways using negative numbers (although some games are so bad you could argue we should).
P.S Gawd how I hate region restrictions... But what can you do? :S

I like some of those features. Though I see some nuances with topics I've discussed in other threads (I play games in offline mode and doesn't get counted towards total game time. Totally gaming the system, making myself seem less pathetic than I really am).
Noticed about 20 achievements for The Messenger at the same time the other night. Looks a bit fake, but in my heart I know what happened š©š»
The idea of being able to see if people are playing the games they win and not just +1'ing their collection is pretty neat, still.
I know it happens but it irritates me when I think of it (people entering GA's just to pad their stats when people who legitimately would love to play the game but can't afford/region/etc to won't be able to get it.
