It has nothing to do with refferals. You (maybe) get Steam wallet code for doing usually paid tasks.

Refferals with no registration/login = always scam

I decided to test it out by opening up the referral link using proxy and got 15. It said generate code; I clicked it a bar started loading; then it said claim code; but look what I found under it...

Well, that's legit. The privacy policy is literally copy pasted from another scam website.
