Just read the last days worth of posts on Steam discussions or Steam community. There will be at least two upset victims per day wanting help. Quite an old scam. Report your friend's profile as being compromised and then do not communicate with them further. Maybe even block your friend until he gets control of his account.

The fact he supposedly relaying a message to you about your account and was trying to rush you to make a decision in 5 minutes makes it a big red flag.
Valve deciding on something and following it through in 5 minutes? That's a HUGE red flag :D
