Well people might have piles of exploited keys still stashed away, waiting to be given away later, but the biggest wave of exploited games should be over by now, I think.

I only took one copy of Zeit and activated it myself. I considered also taking Shoot many robots, but I didn't want to be an exploiter. My pride has costed me a free game : /

Well, Dotas were given by Valve without me doing anything for them and since none of my friends wanted/didn't have it, what am I supposed to do with it?

So yes, that is a completely different case, unless you try to hoard those Dota 2 gifts by creating fake accounts or spamming forums.
