This is a pure theoretical question, I´m not actually in the described situation.

I´m quite new to this, and haven´t gifted too much so far, but this bugs me. What if I really don´t want to give a game to the selected winner? For personal reasons? Like (extreme example)he has a swastika as avatar, or a name like "IHateFags" or something, or even if his very first words sound like "give key!"?

Would I be obliged to give it to him anyways?
What reasons to deny the gift would be considered legit, and where´s the line?

The way I see it, the determined winner did not actually win something, he was "just" chosen to receive a present, so the giver should be allowed (under certain circumstances) to refuse handing out the gift. Is this common ground here, or do the rules state that the chosen participant undeniably won the game?

In the first two examples, you can report him to Steam for having an offensive profile and probably get a reroll; on third example, no dice, you're obligated to give the game or cop a 'not received' (some people would rather have a 'not received' though).

If he is bugging in a bad manner, like spamming "give key now" or something, it would be reasonable to contact support about a re-roll.

In the unlikely event that Support deny a re-roll, if you're adamant that you don't want to give him the key, so can still tell him to spin, and take the "not received" hit.

Bear in mind that the winner's perceived rudeness may simply be a language problem. Not everyone here speaks English, and sometimes things get lost in [Google] translation :)

I think you would still be obligated to give the game. Just because you are obligated, doesn't mean you can't live with a "not received" mark though. I know several people whom I would never give a game to.

You may choose not to deliver the game to the winner of course. If the situation persists though, you may be suspended temporarily for fake giveaways.

That's on Steam's end though, not on SG. You could report them to Valve for breaking Steam ToS if the name or avatar are offensive. You might get a reroll or not, but there's no one forcing you to gift it, you'd just get a 'not received' if support disagrees.

Different symbols can carry different meanings and you shouldn't be too eager in judging people. For example I saw a guy whose name was 88 and I asked him what was that for. I turned out to be it's a lucky number in some asian cultures.

you need support approval for any special rules for private GAs, but once you get approval you can use them as much as you want in priv ga's. And if someone break these rules you will get a reroll.

Had something like this on two public giveaways, longer time ago...i gave them the game but i didnt feeld good...was only bundle games but thats one of the reason i make mostly no public giveaways anymore...

Way I see it, a public giveaway means you don't want the game and you're throwing it out into the ether for anyone to grab. Doesn't matter who. You can set a CV barrier or a Steam group if you want to limit the audience. I've rolled winners who looked suspicious. I shrugged and sent the gift anyway. Never got a swastika avatar or a hateful username before. I doubt it would really bother me, though. I don't care for people like that, but rules are rules and if the RNG says they won, they won and my part's to just send the game along.

I've looked at the re-roll option and I had no idea what all it did. Didn't know you had to go through support. I just figured it was an automatic re-roll. The more you know, and all that...

A neat improvement to the site might have comments required to enter. Then in the description you can ask for a certain statement to be made. For example you might require them to say, "I support equal rights for people regardless of how they were made" or something like it, and anyone who just says thanks, you'd delete the comment. No comment, no entry, means when the winner is rolled, it's only from approved comments. This would take time and be subject to snipers, though.

Your arguments sound really childish. "He has swastika or offensive name" - well, let's not giving away to people we don't know and we don't like, close our eyes that this site has rules and people have equal rights to win a game no matter how bad they are. You know, this thing makes you sound like a douche. Time to grow up and understand that you have to do some things no matter how much you like it or don't.
