Probably a price glitch or some Russian deal or something rather than an actual bundle. Stuff gets added to the bundle list once it has been available below a certain percentage of it's normal Steam price.

EU region locked copies were sold cheaply on gray market but even those weren't -95% to justify bundled status.

It was sold for 3.29€. With the european price(59.99€) the discount is ~94.5% so i guess it gets bundled status but with the $ price it shouldn't. Don't know how they thought it.

It's always "about 95%" * , and local currency reduction is enough, even if it doesn't hit as high a discount when converted to USD.

* (Which essentially can mean anything between 92 and 95% off, depending on whether the bundler feels an exploitation is occurring; While this subjective, individually determined implementation has had instances where end results have seemed counter-intuitive [resulting in at least one reversal of bundling status when a deal was determined not to have been exploited as heavily as expected], the ambiguity of it does help limit people purchasing right at the threshold solely to exploit a precise cutoff. Notably, if it's over 94%, the safe approach is to always assume that it'll be rounded up.)

In sum, it's two different premises for bundling:

  1. The item has reached the bundle threshold of "about 95% off", regardless of currency used, and (regardless of the source of the offer) offers a quantity for sale to the degree where exploitation is a concern.
  2. The item can be exploited through regional currency pricing, and reaches the bundle threshold of "about 95% off" when converted to USD.

Obviously the Euro, being higher value than USD, ignores the second, but it's still subject to standard bundling considerations.

It was 3.29€ always when I checked the page, maybe I just was too late since now it's up to 3.99€. Shouldn't still affect things here unless someone just decided that it's close enough to -95% and legit shop.
