It is a technology that tries to underclock your CPU when it is not under load, so it needs less power and generates less heat. If you don't always game/do heavy work on your PC, it helps to save some money and make it run less hot.

if that is an in-game image, then that is what processing power the game might currently be using - not the whole processing power of your cpu - remember, there are other things going on in your OS (using cpu power), even when you are in game - turning the feature on just allows the computer to idle at min processing power, but able to jump to max when required - nothing to do with gaming results/perf - this is often used in laptops especially, to increase battery times

49° is nothing to be worried about. Enable it if you need the performance. Or just leave it on for peace of mind.

Just enable it, if you do not OC, it's nothing more but an automatic CPU power control.
Temps jump higher because PC thinks you need more CPU power ( for example when gaming)
When you turn off game or other CPU heavy application, CPU will reduce it's frequency to save power and lower temps.
If you disable it,your CPU will work with 100% frequency all the time. Unless you need 100% all the time i highly suggest to enable it.

It's possible that the framerate is not limited in the menus and it then jumps through the roof.

If you have the CPU operating at 100% all the time it will use a lot of electricity. Leave it on like everybody's suggested.
And it won't break the CPU. Generally, if a CPU gets too hot the Mainboard will speed up the fans, the CPU will throttle or switch off.

If the Bios option says "Turbo Core" then enable.
What motherboard is it?
Edit: One other thing:
Check your video card driver for an option to limit the framerate. Set it to 80 or such and then see what happens in the same scene.
No need to output 100 or 200 fps in menus for example.
Unless you're using a 144 fps monitor, then stick at 180ish.

So yes of course its better if you want more performance and are a gamer...if you use your system only for excel etc..than just disable that feature.

No - it just means the cpu is running as normal - in basic/standard mode - if you can boot into windows and run games without issues, then your cpu is fine - any glitches graphically are usually down to the graphics card; play with the settings of that to make it work
Although gosteam (see answer below) says they can cause stutter (never did for me, but it is possible) - so to check this, disable feature, check games again, if they are still stuttering - then it was not that feature causing the problem, and you can choose to re-enable or leave auto.
I have an intel chip now that uses boost to go 15% above stated speed when required under load, but had an AMD and used the feature to keep temps under control - when computer was idle it would dial down the speed and idle the chip - thus lowering temps and power use - good for me as my heatsink was crap :)
As for temps - do not worry - anything below 70 (even higher some times) will not usally shut your computer down or cause issues - temps rise when under load, it is normal - the temps you mention above is very low overall - my motherboard is set to shut down at thermal ceiling of 85 degrees :)

Then disable or enable this option, when it comes to gaming performance does not change anything? The user "gosteam" said "serves more to the deskopt" applications but I with the only PC game, so at this point I disable it?
At this point I also lowers the temperature a little (and it never hurts XD), I would like to have an answer on this question "Disabling, and have the CPU frequency to 100% does not damage the CPU and the GPU?"

Turbo Core only increases the frequency of the working cores beyond the 100% CPU limit when half of the cores are idling (the overall voltage is increased at the same time). It's only used to push the CPU over the limit when it's not working at maximum. Turbo Core is not the same technology that downclocks the CPU to save power, that one is called Cool'n'Quiet. If you want both power savings to not to have your CPU at 100% all the time as well as occasional speed boosts, you should enable both. Note that enabling C6 State (that allows parking individual cores) is required for Turbo Core to function properly. You may also enable C1E State to save power even further.
Also, Turbo Core on Auto doesn't seem to do anything for me, so I set in on Enabled.

"Auto" sometimes stutters with random fps drops, AMD CPU's have a poor handling of frequency changes mid-game.
Leave at at On if you don't OC. But I recommend you to use your Motherboard's auto OC (90% of the MOBO's have it now, especially MSI's) and leaving Turbo off.
