Getting banned is a lot more likely than you think. If you make "Fake" giveaways, and the winners never get to receive his prize, you're banned automatically I think. This is where the little "Percent Received by Users" thing on a gifter's profile comes in hand. If the percent received by users is a round 0.00% (Red X), it's an insta ban. Gifters have one week to send their giveaway prize before the percent ads up/down forever.

Yes, and then you get banned from life, and then the moderators come to your house and kill your cat.

This is a question from a person who has never ever ever ever ever ever read an FAQ in their entire life.

I'm amazed that you think that they wouldn't have the power to ban people on Steam. They surely are godlike.

Well, Ive noticed a few people have been winning gifts but never receiving them. I was just wondering, do these people get banned?
