Well clicking on the GA list under the HB monthly link and typing in just Cities wasn't getting it, no idea why.
WL worked though... who knows? (wonder if I somehow had them hidden... seems unlikely, but possible I guess.

there may have been a giveaway around halloween also it was in a humble bundle that got keys last year so maybe some are just finding out they have one there.
i'm not sure but it may or may not be the full game or the alpha 4 version (i'm not sure if this will be upgraded to the full game).

I don't think it has anything to do with HB bundle last year since it was on a tier of its own which cost $25 (= 40 - 15), just 16% off the full price. I don't know for sure, but they may as well grab one on sale for $12 for high tier trading

It's still the most likely source. Adventures are sort of a niche genre so you can get that game very cheap on both big un-reputable keyreseller sites.
@mods: According to the latest Humble Monthly policy changes regarding Bundle status this game should be added to the Bundle list since it's cheaper than 95% off.

Yeah, if this new policy sticks pretty much all Humble Monthly games except maybe a few AAA games like DarkSouls 3 (and all games that gave away thousands of keys to "reviewers" which then ended up on said reseller sites) will have to be classified as bundled.
How this will impact SteamGifts and the quality of games given away is an entirely different question though.

You can also get it for free this month if you are having twitch prime(no steam key, just for their launcher)...so maybe some users who don't care about having it on steam give away their key from the monthly ¯_(ツ)_/¯

It's not available. I just see "Season Pass" and some other DLC listed as different things. I don't know what does it mean. Especially that Season Pass should give all current DLC's and all future DLC's. That's the purpose of SP after all. Today devs can't even release full game, they have to make parts out of it and it's so annoying. Also earning money on naive fanboys... That's why FighterZ is so expensive...

It just says that I get this and that. But I still don't know if this and that means everything that exist and will exist. Especially that different games have different terms on their Season Passes. Some have even SP1 and SP2 for example. So how do I know what does this one include and if this are all possible DLC's?

Don't lmgtfy me cause the informations are completely unlcear. And I don't have time to investigate every game and every DLC for this matter. Maybe not all people have a work but I do. And I use my free time to meet friends, not searching tons of useless informations about game DLCs. Those DLCs are tricky as hell. You buy SP and You won't get all things for some reason. I want to KNOW if this is all or not. And I don't know if 4 content packs means every or not. Especially that, for some reason, some DLC's are excluded from Steam sometimes. I had a game like that once. One site had a bundle of a game with some DLC's, that Steam didn't have. Of course the game was as a Steam key oO So... this says NOTHING. Literally nothing.
The best thing to do is just ignore this crap game. Just won't buy it. All profits for me that way.

Does the DLC count looks like 4+season pass or not? If it's more then 4 (it is 12), then the season pass that includes 4 content packs does not include everything, fucking simple as that.
So no, at the end it does not include everything, so you don't have to ask your guardian to buy this game for you. But a book with reading exercises could be beneficial.

Well, DLCs and stuffs are indeed confusing. To confirm for sure, it's best to check SteamDB.
In this case, the Deluxe Edition and the Season Pass contains the exact same list of DLCs.
However, not all the DLCs are included, though. Extra Packs, Anime Tracks and Pre-Order Bonus are available for purchase separately

The game was just released, so those of us who Kickstarted it were all given keys.
Some people will give away their keys instead of activating them, and some got more than one key, if they went for a higher tier.
