It's a high profile game, and there were seemingly very few copies compared to other giveaways. If I recall correctly, it only took a half hour to get to 40% claimed copies. The coin cost was on the higher end, as well, so that limits exploitation to only the most dedicated individuals. It's unlikely that they had such significant presence that they were able to dominate the claims within such a short window of time.
Beyond that, it's quite hard to intuit how much of a role exploitation played in things [though your starting point for that would be inquiring with Chrono as to the actual number of keys and then checking against the quantity of recent listings on grey market sites.].
As far as users non-exploitatively acquiring content with a single account, they're free to do whatever they please with their possession. If they want to ensure that SG users get a limited quantity promo by directing a copy our way, then that may actually increase our odds of getting a copy more than the extra few seconds [before an extra key would be claimed by someone else] on the promotion would.
Obviously, anyone exhibiting exploitative behaviors is definitely meriting of critical attention; However, outside of that, site guidelines and staff are already focused on handling free promotions in a fair manner. There's not really any basis for negative outlook toward the users who simply post up a single copy, regardless of what [CV] benefit they do or don't receive.
In any case, keep in mind that even the earliest Chrono.gg promotions ran out quickly. The offerings that linger for a long period of time are the high-quantity and low-interest ones (usually having been free or bundled in the past). You're not going to find any high profile game on Chrono that'll wait the two days it took you to reply to this matter, especially not on a site with such a clear update window as Chrono. You can credit the usual factors of supply, demand, and availability of relevant information to that far more than you can exploitation.
