I don't believe it has had any promotion other than the Rockstar Humble Bundle, so they may just have been leftover keys from that. The quantity and rate you indicated seems about right for it.

There's a lot of 1-point giveaways (Jelly Noid, Heroes of Elements etc). Where do all of those come from, anyone knows?
