Useful?
At first there was only one user creating giveaways, so I figured they had a connection and were getting keys from somewhere, but now 2 other users recently created giveaways. I tried searching online, but couldn't find anything. Maybe they are getting review copies?

I'm not sure why anyone would pay $15 to back a game and then give it away here. You would think they would have been interested in the game to spend that much money and there isn't much incentive to give it here since $15 is the full retail value.
I think it is more likely that the dev gave some keys to a group that does reviews and they are giving copies away instead of playing and reviewing it.
Edit: Also, two users have given more than one copy each. It is highly unlikely that they bought multiple copies for $15 each in a kickstarter before the game was made to give away here.

Many KS games also provide a DRM-free version (like this one). So they can give away the Steam key for CV and still play the game.
[Edit: I agree that based on your edit there could be more going on, like a friend of the dev or something.]

I've got it recently from Lootboy Pack, but it's extremely extremely rare to get anything good from these packs, mostly free or rebundled games.
I got it from a bonus pack after buying XX amount of packs.
