Yep, usually happens with extra gifts you receive after activating a game, if it was activated in a ROW zone the gift should be ROW.

It's a thing to do with 2-packs and 4-packs, etc. They are typically now region locked to the region they were 'opened' in - but they don't always say which region that is. As far as I know the Frozen Synapse Prime gifts are still region locked but you can read more about it here.
Edit - If it's usable in Europe then that should mean it was opened in Europe and should be ROW. Which is probably why it says it is region locked but doesn't list any restricted countries. Hopefully.

It's restricted to the country "you're in" now. After recent changes, extra gift copies have the same region lock like the other Steam Store games you bought. It's not different trying to buy a gift game and Steam warns you that it'll only activate in your region.
If you're "NOT" getting benefit from regional pricing and you're certain that you're in a ROW country then you can say that. Otherwise SteamDB says it's restricted to where original one activated.

I believe this is actually region free. If memory serves, I think I got it in a trade and it was a gift. Here is a thread about the problem:

It's not restricted. I've been looking at my extra copy of that game for quite a while, and reports on the forums are that anyone can redeem them. I gave my copy away last week here on SG without problems. There was some problems when they gave out the extra copies, but since it's restricted in no countries, it acts just as a normal non-restricted game.

got one of those (FSP) once from Latin-America Region > used it on a EU account - worked
silly enough there are even FAKE Restriction notes like that on REGULAR Gifts (MGSV:GZ) with no Region specified
used one of those (gotten from NA - North America Region) to be safe on a EU account - worked too ... likely because
NA Region is not restricted (yet, or ever)

If I have a gift that says this in the description, how do I find out what countries it's restricted to?

Obviously, it doesn't say what countries it's restricted to inthe description, or I wouldn't have had to ask for it.
The game is Frozen Synapse Prime. I know it's useable in Europe at least, because that's where I live, but other than that I don't have a clue.
