You just click "Play Game" and then the dialogue box for downloading from Steam pops up, and then you click "Cancel". The game is added to your account, and when you reload the page, it will show the green "In Library" bar.

Scrap Garden - The Day Before is free on Steam. From what I gathered this is a prequel chapter to Scrap Garden, which looks like an interesting 3D puzzle platformer.
