Is it possible to claim inactive profile url on steam?

Hi, this profile have been inactive for 3 years now http://steamcommunity.com/id/Haris and I would love to have that username is there any way I can get this userneame? Usually on popular social media sites you can claim a username if it has been inactive for a certain amount of time.

You can use a username multiple times on Steam, as you can see here.
If you meant on Steamgifts, no, it isn't possible as far as I know.

I'm guessing he wants the vanity ID, the one in the search bar.

i think he means the steam ID (the url) not the profile name.
or whatever they are called. @.@
