No, you should contact the giveaway creator about this and kindly request a Steam key.

If the giveaway creator does not give you a Steam key within 7 days after the giveaway has ended, you can mark the giveaway as "not received" on your "won" page.

DO NOT mark the giveaway as received as long as the game is not in your library, this will only lead to a suspension for you! (if you have already marked it as received, simply click the checkbox again, to uncheck it).
