My sister wants to join steam-gifts, but we use same pc. Can we create a account on same IP

Contact SteamGifts support, make a request for share IP account for family member, be sure to include a link to their profile. They will take a look at their profile, then they will either give permission or deny you. If given permission, you will need to include a link to your sisters SteamGifts profile after creation.

At least, that is what was done when my flatmate joined up.
