yes. but you can only win 1 copy - if you end up having multiple wins for the same game, activate the first one you get and get the GA creator for the others to ask for a re-roll

^^^ What everyone else has said. You can enter any giveaway as long as you do not already own the game. Should you win more than one copy at a time, redeem one and give the others back.

Just tell the creator that you are rejecting your won gift because you have already redeemed the game to your account. (Wait until you have actually redeemed the game to avoid a "fake" win causing you to end up with no game at all.)
When re-rolling a giveaway, Support checks to make sure that the winner has either rejected the gift or is unreachable. For that reason, you want an email or chat session or comment in the giveaway's discussion section that states you're OK with re-rolling.
