Why some games doesn't display at Create a Giveaway?

I'm trying to create some giveaways but some of the games that I have keys aren't showing as as option to. Example: Heli Heroes. Does anyone knows? Is there a way to create without selecting one?

But Heli Heroes isn't free, http://store.steampowered.com/app/259320/. Is it because it's an DRM from another partner?

It was on giveaway (Steam key) so its considered as free... its not about Steam Store price

Just search Heli Heroes free, and you will find that it was offered a while ago. once that happens, it's not possible to create giveaways here from that game.

It was free at some point somewhere. That's why you can't make a GA for it.

Heli Heroes is being given away for free on the dlh website, I think you can still get a copy.

If at any point it was given away for free it will be removed from giveaway list. Unfortunately, SG still doesn't have a list of removed games.

Or like the one I tried to just give away includes all the DLC and it has not been added to the GA list here yet.

Make a support ticket about it. Sometimes they don't end up getting automatically added (probably has to do with how steam reports things).
