Hmm, I know there used to be a bot filled with coupons, you could give the ones you didn't want, and get the ones you did. Not sure if it's still around though...
Actually I thought most people waited for the Summer/Winter sales to make badges, since then you get a sale card instead of a 25% off coupon for some bundle game. :)

Oh, if you make a badge right now, you get an emoticon, a background, and a coupon for some random game.
If you make a badge during the big Summer / Winter sales, you get an emoticon and a background, but instead of a coupon you get a sale trading card. It's like a game trading card, but for the sale badge instead of a game badge. It's the main way people get crazy high Steam levels, since you can keep leveling up that badge until you run out of money...
